The Taiwan Network Information Center (TWNIC) announced that Internet Week 2026 will be grandly held from May 12 to May 15 at the NTUH International Convention Center, taking place in a hybrid format with both in-person attendance and live online streaming. This year's event features an unprecedentedly comprehensive agenda spanning four consecutive days, integrating six major forums and over 20 keynote sessions. Inviting broad participation from the public sector, international organizations, and technical communities, it targets the most core challenges of internet governance in the AI era, serving as Taiwan's most complete annual platform for dialogue on public internet issues.

A joint opening ceremony will be held on the first day of the event (May 12), featuring opening keynote speeches by two international speakers: Steve Crocker, President and CEO of Edgemoor Research Institute, will analyze the governance challenges facing internet infrastructure under the topic "Enhancing Trust in a Fragmented Internet"; Jeremy Godfrey, Chairperson of Coimisiún na Meán (Commission for Communications Regulation / Media Commission of Ireland), will share first-hand perspectives on EU media regulation with his speech titled "Harmonizing Digital Markets and Public Interest: Rights, Risks, and Next-Generation Regulation."

1. Trust Governance in the AI Era

On the morning of May 14, Lee-Feng Chien, Innovation Economy Advisor to the Executive Yuan's Economic Development Council, will deliver a speech titled "AI Development and Its Social Impact." This will be followed by a panel titled "High Level Panel Discussion Trust in Every Click: Taiwan's Digital Economy and Trust Governance in the AI Era," chaired by TWNIC CEO Jo-Fan Yu. The forum highlights that as Taiwan accelerates digital transformation, AI is no longer merely a single technological issue, but a key force driving industrial upgrades, public service innovation, and economic structural adjustments. As AI deeply integrates into financial flows, e-commerce, content platforms, and public services, establishing a "trustworthy digital environment" has become an unavoidable core topic for Taiwan's digital economy development. Representatives from government, academia, and industry—including Deputy Minister of Digital Affairs Isabel Hou, Dean of the College of Intelligent Computing at Chang Gung University Yung-Jen Hsu, and Taiwan AI Academy CEO Ling-Jyh Chen—will jointly explore how Taiwan can build a digital ecosystem that balances innovation momentum with a foundation of trust across three levels: policy regulation, technical governance, and industrial practice.

2. DNS Security and Critical Infrastructure Protection

On May 13, the event opens with a keynote speech by Hiroshi Esaki, Chairman of JPNIC, deeply analyzing the reality that AI relies entirely on a healthy internet, as well as the structural pressures of building AI-native digital infrastructure on top of global infrastructure. On the same day, Dave Phelan, Policy Manager at APNIC, Masanori Maemura, Chief Policy Officer at JPNIC, and TWNIC representatives will co-present "From Policy to Practice: IP Resource Governance in a Changing Internet Environment," exploring how to coordinate regional frameworks with national policies under the multi-stakeholder principle.

On May 14, the session titled "Mitigating DNS Abuse Through Defense-in-Depth Strategies: From DNS RPZ, Phishing Check, Trust Notifier, Passive DNS to Threat Intelligence Sharing" will be moderated by Art Lin, Deputy Director of TWNIC's Cybersecurity Division. It brings together practical entities including the Anti-Fraud Crime Prevention Center, the National Institute of Cyber Security (NICS), the Taipei Computer Association (TCA), and ASUS threat analysts to share verification processes and decision-making mechanisms for blocking malicious domains, as well as how cross-organizational intelligence exchange and collaboration strike a balance between timeliness and accuracy.

On the morning of May 15, "Critical Infrastructure Cybersecurity: Reflecting on Taiwan's Resilience Governance Challenges and Responses from the Ukraine Experience" will use the impacts on Ukraine's wartime communications, energy, and government service networks as a comparative baseline. Moderated by Wei Cheng, Deputy Director-General of the Administration for Cyber Security, Ministry of Digital Affairs, the session gathers representatives from Taiwan Power Company and NICS to jointly examine the response capabilities and policy gaps of Taiwan's government service networks, telecommunications industry, and energy systems when facing compound threats.

3. Platform Governance and Citizen Protection

On May 14, the session "The NIS2 Directive and Beyond: Strengthening Digital Environment Resilience" will provide an in-depth analysis of the EU's strictest cybersecurity regulation in history, exploring the relationship between NIS2 and GDPR, as well as its implications for Taiwan's digital services environment. On the same day, the session "Harmonizing Digital Platform Governance: How to Build a Consistent, Transparent, and Proportionate Legal Framework for Internet Content" will be moderated by AI Tech Foundation Chairperson Ting-Yi Chan. Joining as panelists are Joyce C. Fan, Partner at Lee and Li, Attorneys-at-Law, and Che-Jen Hsu, Legal Counsel for PTT. They will engage in a dialogue on Taiwan's fragmented internet content governance regulations, platform liability definitions, and procedural guarantees, discussing how multi-stakeholder collaboration can assist Taiwan in building a more consistent and predictable digital governance framework.

In addition, "Taiwan Tech Women: Driving Full, Equal, and Meaningful Participation Starting from Industry," moderated by CEO Jyh-Dong Lin, will feature Google Taiwan General Manager Tina Lin, former Yahoo Asia-Pacific General Manager Rose Tsou, and others, injecting diverse perspectives into Taiwan's digital governance dialogue from a gender perspective.

International organizations such as ICANN and APNIC are collaborating in Internet Week 2026, concretely demonstrating the spirit of practice in the multi-stakeholder governance model.
