Announcement on the Establishment of TWNIC Anti Abuse Policy for Country Code Top Level Domain and the Revision of TWNIC Domain Name Registration Agreement

1. With increasing international attention being paid to the issue of domain name abuse, ICANN mandated in early 2024 that gTLD registries and registrars establish abuse contact and actively handle abuse reports. Various ccTLD registries have also been developing anti abuse policies and addressing abuse issues.

2. As the organization responsible for the management of Taiwan’s country code top-level domain registration, TWNIC respects the rights of domain name registrants to use their registered domain names for any and all purposes and is committed to protecting users and the public from the threat of domain name abuse.

3. TWNIC will implement all technical and legal measures to actively prevent abuse of country code top-level domains to maintain the integrity, trust, stability, and security of Taiwan’s country code top-level domain space and safeguard the legitimate rights and interests of all stakeholders.

4. To this end, TWNIC has established a policy to prevent abuse of country code top-level domains, which will take effect from the date of announcement. For the full policy text, please refer to Attachment 1. At the same time, TWNIC Domain Abuse Report (abuse-report.twnic.tw) and Domain Abuse Appeal (abuse-appeal.twnic.tw) will be officially launched.

5. In response to the announcement and implementation of TWNIC Anti Abuse Policy for Country Code Top Level Domain, TWNIC Domain Name Registration Agreement has been revised. Please refer to Attachment 2 for a detailed comparison of the revised articles.
