TWNIC Announces Three Strategic Pillars to Strengthen Digital Trust on Its 25th Anniversary

Amid escalating global cybersecurity threats and the rapid evolution of digital technologies, the Taiwan Network Information Center (TWNIC) marked its 25th anniversary today by unveiling a forward-looking strategic vision centered on enhancing cyber resilience, building digital trust, and deepening international collaboration. The announcement was made during a press conference in Taipei, where government officials, industry leaders, and academic partners gathered to reflect on TWNIC’s legacy and future direction.


Yennun Huang, Taiwan’s Minister of Digital Affairs, underscored the importance of TWNIC’s role in aligning with national priorities to create a resilient and trustworthy digital environment. He highlighted that the newly announced strategy complements the Ministry’s ongoing efforts to build a secure, inclusive, and globally connected digital society, stating that TWNIC’s focus areas directly contribute to safeguarding Taiwan’s digital sovereignty while reinforcing its international standing.


Over the past quarter-century, TWNIC has evolved into a central player in Taiwan’s digital ecosystem. Kenny Huang, TWNIC’s Chairman, noted that the increasingly complex nature of today’s digital threats, transcending borders and involving sophisticated actors, which demand stronger cross-sector and cross-border coordination. He pointed to TWNIC’s active participation in multistakeholder governance bodies such as ICANN and APNIC, and its establishment of the Trusted Notifier framework as examples of how Taiwan is engaging with the global community to address domain name abuse and combat online fraud. He emphasized that TWNIC will continue serving as a bridge between domestic policy and the international Internet community, ensuring that Taiwan’s perspectives are heard on the world stage.


Jo-Fan Yu, TWNIC’s Managing Director and CEO, emphasized the TWNIC’s technical achievements, including maintaining 100 percent domain resolution availability for the .tw and .台灣 top-level domains. Yu attributed these results to collaborative efforts across government, academia, and the private sector, and noted that the three newly announced strategic pillars are intended not only to respond to growing cybersecurity demands but also to prepare Taiwan for the next generation of Internet governance challenges.


As part of its plan to strengthen cyber resilience, TWNIC will implement a hybrid cloud-and-ground DNS resolution infrastructure designed to address emerging threats and system vulnerabilities. This effort includes expanded deployment of DNSSEC to protect against domain spoofing, as well as enhancements to the Anycast architecture to increase resistance to distributed denial-of-service (DDoS) attacks and improve redundancy.


To promote digital trust, TWNIC will upgrade its public DNS service, Quad 101, the first non-profit-operated DNS resolver in Taiwan, with new encryption features aimed at better protecting user privacy. It will also launch a green domain certification program to help users identify websites with verified domain name registration data and implement Registry Lock, a service to prevent unauthorized modifications of domain records and ensure verified, tamper-proof digital identities.


Recognizing the global nature of Internet governance and cybersecurity, TWNIC has expanded its partnerships with international organizations such as DNS-OARC, NetBeacon, ICANN, APNIC, and FIRST. It will continue contributing to standards development through the Internet Engineering Task Force (IETF), advocating for the inclusion of Taiwan’s technical expertise in shaping global Internet protocols and policy frameworks.


TWNIC’s achievements over the past 25 years underscore its role as a trusted steward of Taiwan’s Internet infrastructure. In addition to achieving full DNS resolution availability, the organization has reached a 98 percent completion rate in routing origin authorization (ROA) and ranks 13th globally in IPv6 adoption. Looking forward, TWNIC reaffirmed its commitment to working with stakeholders across sectors to create a secure, open, and trusted digital future, advancing its vision of “Trust in every click” and solidifying Taiwan’s position as a contributor to global digital trust and resilience.
