Amendments and announcement regarding the "Implementation of Domain Suspension and Deletion by Registrars," as detailed in the explanation.

Explanation:

  1. The following regulations will be implemented for TWNIC accredited registrars regarding the suspension and deletion of new registrations that have not completed identity verification or payment, and domain renewal that have not completed payment.
    • (1) Domain name deletion for new registrations that have not completed identity verification: Domain name deletion will be carried out on the sixth day following the registration date. This time calculation includes three days for the applicant's email confirmation and three days for processing. This date includes holidays; the date will not be postponed if it falls on a holiday or national holiday. Special circumstances (such as the Spring Festival) will be notified separately.
      For example: If the registration date is July 1, 2017 and identity verification has not been completed, the domain name will be deleted at 12:00 PM on July 7, 2017.
    • (2) Domain name deletion for new registration that have not completed payment: The domain name will be deleted 13 days after the registration date. This calculation includes 3 days for the applicant's email confirmation, 7 days for the payment deadline, and 3 days for processing time. This calculation includes holidays. If they fall on holidays or national holidays, the domain name will not be postponed. Special circumstances (such as the Spring Festival) will be notified separately.
      Example: If the application date is July 1, 2016, and the new application has not yet completed payment, the domain name will be deleted at 12:00 noon on July 14, 2016.
    • (3) Domain name suspension for expired domain names that have not completed renewal payment: The domain name will be on hold from the first day after the expiration date. If the suspension date falls on a weekend, the suspension date will be postponed to Monday. If it falls on a national holiday, the suspension date will not be postponed. Special circumstances (such as the Spring Festival) will be notified separately.
      For example: If the expiration date is July 6, 2016 (Thursday), and the fee payment is not completed, the suspension date will be 12:00 noon on July 7, 2016 (Friday); if the expiration date is July 7, 2016 (Friday), and the fee payment is not completed, the suspension date should have been July 8, 2016 (Saturday), but due to the weekend, it will be postponed to 12:00 noon on July 10, 2016 (Monday).
    • (4) Domain name deletion for expired domain names that have not completed renewal payment: The domain name will be deleted 33 days after the expiration date. The deletion date is calculated based on the first day after the actual expiration date of the domain name and will not be changed due to the postponement of the suspension date. The time calculation includes holidays and national holidays, and the suspension date will not be postponed. Special circumstances (such as the Spring Festival) will be notified separately.
      For example, if the expiration date is Friday, July 7, 2016, the suspension date will be Monday, July 10, 2016. If the fee is not paid 30 days after the suspension date, the deletion date will be 12:00 PM on August 9, 2016.
  2. The execution date does not include the application date or the expiration date; the execution time for each registrar is unified at 12:00 PM, with confirmation by TWNIC at 2:00 PM.
  3. In accordance with the resolution of the TWNIC 103rd Domain Name Committee meeting, to prevent applicants from exploiting the aforementioned "Domain name deletion for new registration that have not completed payment" and thus affecting the registration rights of others, if an applicant fails to pay for a specific domain name three times in a row, the applicant's registration for that specific domain name will be rejected.
  4. The "Implementation of Domain Suspension and Deletion by Registrars" will take effect from the date of this announcement.
