IP Allocation and Management Fee Policy

- Purpose
This policy is established in accordance with Chapter 3: Service Fee Standards of the 'TWNIC IP Address Registration Management Regulations', to align with international trends in IP address allocation and distribution, and to adhere to the principles of usage-based and management-based fee collection. - Fee Payers
Both Internet Service Providers (ISPs) and Internet End Users (as defined in the TWNIC IP Address Registration Management Regulations) who obtain IP addresses or Autonomous System Numbers (ASN) from TWNIC are required to pay annual IP address maintenance fees. - Rights and Obligations of ISPs and Internet End Users
(1) Rights:- Submit IP address requests to TWNIC as needed via https://ipapply.twnic.tw.
- After becoming a TWNIC member with allocated IP addresses, members may apply for ASN if needed.
- Provide feedback and suggestions regarding IP application and management to TWNIC, which will evaluate feasibility.
- TWNIC shall provide relevant information services for IP application and management.
- Comply with TWNIC regulations and policies.
- Maintain up-to-date IP address records in TWNIC’s Whois database.
- Ensure proper operation of DNS and routing systems domestically and internationally.
- Accurately assess actual IP address needs during applications and cooperate with TWNIC’s verification processes.
- When there are changes in APNIC’s allocation policies, such as fee structures, TWNIC will adjust its related policies accordingly. Internet Service Providers (ISPs) and Internet End Users are required to comply with such changes or adjustments.
- ISPs or Internet End Users must not simultaneously apply for IP addresses from both TWNIC and APNIC. Violations will result in revocation of usage rights and reclamation of allocated IP addresses.
- ISPs and Internet End Users shall pay the relevant fees in accordance with this policy. Failure to pay as required, and within six months after notification, may result in TWNIC revoking their rights and reclaiming the allocated IP addresses.
- Fee Calculation
(1) IP Address Maintenance Annual Fee
The annual maintenance fee for IP addresses will be calculated based on the number of addresses (IPv4 or IPv6) held by the Internet Service Provider (ISP) or Internet End User, using the following formula:Base Fee * Currency Factor * (Bit Factor)Address Bit
The explanations for the values of the above parameters are as follows:- Base Fee:
Before January 1, 2025, the base fee for IPv4 is NT$19,084, while the base fee for IPv6 is NT$14,568. However, starting from January 1, 2025, both IPv4 and IPv6 base fees will increase by 4.75% annually, and will be further adjusted in accordance with subsequent announcements by APNIC. - Currency Factor:
This factor does not differentiate between IPv4 and IPv6 and uses an exchange rate of 22 New Taiwan Dollars (NTD) to 1 Australian Dollar (AUD) as the baseline rate (Base Exchange Rate). Before January 1, 2025, regardless of fluctuations in the AUD to NTD exchange rate, the exchange rate factor will remain fixed at 1. Starting from January 1, 2025, TWNIC will adjust the exchange rate factor annually based on the AUD to NTD exchange rate (Previous Year Exchange Rate) announced on the Taiwan Bank website (https://rate.bot.com.tw/cr) in August of the preceding year. If the fluctuation in the exchange rate does not exceed 10% of the Base Exchange Rate (i.e., remains between 19.8 and 24.2), the exchange rate factor will continue to be 1. However, if the fluctuation exceeds 10% of the Base Exchange Rate, the exchange rate factor will be adjusted according to the following formula:

- Bit Factor:
This factor does not differentiate between IPv4 and IPv6:
Starting from January 1, 2024, the factor is set at 1.31.
From January 1, 2025, it will be 1.315.
From January 1, 2026, it will be 1.32.
From January 1, 2027, it will be 1.325, and subsequent adjustments will follow further announcements by APNIC. - Address Bit:
For IPv4, the calculation formula for this factor is as follows:

Each member is entitled to obtain 2 ASNs free of charge. Starting from January 1, 2025, TWNIC will impose fees on members who obtain more than 2 ASNs as follows:- Starting from the third ASN obtained by a member, an annual maintenance fee of NT$2,200 will be charged per ASN.
- For ASNs obtained on or after January 1, 2025, in addition to the annual maintenance fee mentioned above, a one-time allocation fee of NT$11,000 will also be charged per ASN.
- Base Fee:
- Payment Principles for IP Address Annual Fees
- (1) The IP address annual maintenance fee payable by the Internet Service Provider (ISP) or Internet End User shall be based on the higher amount between the calculated IPv4 maintenance fee and IPv6 maintenance fee as specified in Article 4.
- (2) For newly joined ISPs or Internet End Users, the maintenance fee for the first year shall be calculated on a pro-rata basis according to the number of months of membership within the year. In subsequent years, the fee will be adjusted based on the actual number of IP addresses held.
- (3) If an ISP or Internet End User acquires additional IP addresses, the difference between the original maintenance fee and the new fee shall be calculated and paid proportionally based on the remaining months of the year.
- Supplementary Provisions
- (1) This policy takes effect upon approval by TWNIC’s IP Address and Network Protocol Committee. Amendments follow the same procedure.
- (2) TWNIC reserves the right of final interpretation of this policy.
