PART ONE: Reserved Domain Names and Technical Restrictions in All Types of Domain Names

  1. Requirements on characters of domain names:
    • I. Requirements on minimum/maximum number of characters:
      1. (1) All domain names shall include at least 1 characters, and the maximum number of characters shall not exceed 63 characters. (Note)
      2. (2) IDN after punycode conversion shall not exceed 63 characters.
    • II. Acceptable characters:
      • (1) Alphabetical characters in either upper or lower cases, numerical characters of (0-9) and connection symbol(-).
      • (2) The connection symbol (-) shall not exist at the first position or the last position. Neither shall it exist continuously.
      • (3) Chinese IDN, limited to second level domain registration under .tw and .台灣, shall comprise at least 1 Chinese characters defined by the Big5 System, and it can also include the alphabetical characters in either upper or lower cases (A-Z), numerical characters (0-9) and connection symbol (-).
      • (4) Japanese IDN, limited to second level domain registration under .tw, shall consist of characters specified within the scope of the .tw Japanese IDN table (https://www.iana.org/domains/idn-tables), and it shall consist of at least 1 consecutive Japanese IDN characters (hiragana, katakana and kanji) in combination, and it can also include the alphabetical characters in either upper or lower cases (A-Z), numerical characters (0-9) and connection symbol (-).
      • (5) Korean IDN, limited to second level domain registration under .tw, shall consist of characters specified within the scope of the .tw Korean IDN table (https://www.iana.org/domains/idn-tables),and it shall consist of at least 1 consecutive Korean IDN characters in combination, and it can also include the alphabetical characters in either upper or lower cases (A-Z), numerical characters (0-9) and connection symbol (-).
      • (6) Thai IDN, limited to second level domain registration under .tw, shall consist of characters specified within the scope of the .tw Thai IDN table(https://www.iana.org/domains/idn-tables),and it shall consist of at least 1 consecutive Thai IDN characters in combination, and it can also include the alphabetical characters in either upper or lower cases (A-Z), numerical characters (0-9) and connection symbol (-).
      • (7) French IDN, limited to second level domain registration under .tw, shall consist of characters specified within the scope of the .tw French IDN table(https://www.iana.org/domains/idn-tables),and it shall consist of at least 1 non-ASCII character in combination, and it can also include the alphabetical characters in either upper or lower cases (A-Z), numerical characters (0-9) and connection symbol (-).
      • (8) German IDN, limited to second level domain registration under .tw, shall consist of characters specified within the scope of the .tw German IDN table(https://www.iana.org/domains/idn-tables),and it shall consist of at least 1 non-ASCII character in combination, and it can also include the alphabetical characters in either upper or lower cases (A-Z), numerical characters (0-9) and connection symbol (-).
    Note: The open registration of 1 character or 2 characters for second or third level domain name will be announced separately in the future.

PART TWO:Requirements for Registration of All Types of Domain Names

  1. Third Level Domain Names:
    • I. “edu.tw” – Applicants must be a legally registered education or research institute. These Domain Names shall be registered with the Ministry of Education.
    • II. “gov.tw” – Applicants must be a government agency established by law. These Domain Names shall be registered with the National Development council. III. “mil.tw” – Applicants must be a national defense or military institute established by law. These Domain Names shall be registered with the Ministry of National Defense.
    • IV. “com.tw” – The applicant must be a corporation, firm, limited partnership, other profit-seeking association, or professional practitioners registered under the laws and have completed taxation registration, or a foreign corporation, limited partnership, or other association registered under competent national or state laws.
    • V. “net.tw” – The applicant must have obtained a license for the Class 1 telecommunication enterprises or a license for the Class 2 telecommunication enterprises pursuant to the Telecommunications Act, have registered as telecommunication enterprises or have obtained an approval to establish a network pursuant to the Telecommunications Management Act, or have obtained a license for network installation services.
    • VI. “org.tw” –A foundation, a non-profit organization or a non-departmental public body registered under the laws of the Republic of China; A foreign non-profit organization registered under its national, state or federal laws.
    • VII. “idv.tw” – The applicant may be any individual person, provided his/her identity has been verified via emails.
    • VIII. “game.tw” – No particular restriction is applied, provided that the applicant’s identity has been verified via emails.
    • IX. “ebiz.tw” – No particular restriction is applied, provided that the applicant’s identity has been verified via emails.
    • X. “club.tw” – No particular restriction is applied, provided that the applicant’s identity has been verified via emails.
  2. Second Level Domain Names:No particular restriction is applied
