  1. Institute that collects Personal Data: Taiwan Network Information Center (hereinafter referred to as the “TWNIC” or “this Center”).
  2. Purposes of Collection:
    • (1) Domain Name Management
      • Domain Name registration, management, and dispute resolution;
      • Supervision and guidance in telecommunications, mass communication, and related academic research.
      • Organization of domestic and international events and conferences relating to Domain Name management, internet technology or specifications;
      • Promotion and participation in various Internet events and programs worldwide;
      • Delivery of the e-newsletters of this Center and other TWNIC event information; and
      • Other services as specified in the article of organization Charter of TWNIC.
    • (2) IP Address Management:
      • Management and dispute resolution relating to IP/ASN application;
      • Development of the WHOIS search interface;
      • Supervision and guidance in telecommunications, mass communication, and related academic research.
      • Organization of domestic and international events and conferences relating to IP Address management;
      • Promotion and participation in various Internet events and programs worldwide;
      • Delivery of the e-newsletters of this Center and other TWNIC event information; and
      • Other services as specified in the article of organization Charter of TWNIC.
  3. Categories of Personal Data Identifiers (e.g., date of birth), personally identifiable information (PII, e.g., name, appellation, ID card number, the photocopy of identifications, household address, mailing address, contact phone numbers, fax number, and email address), employment information (e.g., employer, job title, and job duties), contact information (e.g., emails and website comments), preferences (e.g., food and beverage preferences), and other information (e.g., traces automatically recorded by systems).
    When you apply for a Domain Name through a registrar or an IP/ASN address through a Local Internet Registry (LIR), this Center will obtain the said Personal Data from a registrar or Local Internet Registry (LIR).
  4. Duration of Preservation and Use of Personal Data
    • (1) Domain Name Management: This Center will preserve and use the information provided by the Domain Name registrants (including their employees or agents) during the operation by law of the management services of Domain Name registration and within two years after service termination.
    • (2) IP address Management: This Center or a Local Internet Registry (LIR) will preserve and use the personal information relating to IP/ASN application during the provision of the IP/ASN services and within one month after service termination.
  5. Territory of Preservation and Use of Personal Data All hard copies of Personal Data will be preserved, on principle, on the servers of this Center located in Taiwan or overseas. This Center may also transmit Personal Data overseas as needed by the relevant services. Additionally, to facilitate public access the WHOIS search interface over the internet, this Center may also transmit the personal information relating to IP/ASN application to the server of the Asia Pacific Network Data Centre (hereinafter referred to as the “APNIC”) located outside of Taiwan.
  6. Users of Personal Data Personal Data will be used by the following roles under the following circumstances:
    • (1) Domain Name Management: Contractors for printing payment notices or uniform invoices outsourced by TWNIC; the dispute-resolution providers, panelists and registrars; and other persons consented by registrants. Domain Name registrants may enable or disable the options offered by this Center for the items to be displayed on the WHOIS query result without harming their right to Domain Name use. Some overseas registrars may also use the registration data in digital format or stored in the database via overseas connection when it is necessary for processing the accepted registration/application services.
    • (2) IP Address Management: Users accessing WHOIS query interfaces opened for public access via the Internet in accordance with the APNIC policies; Local Internet Registry or Internet users using the physical Internet addresses registered and managed by this Center; TWNIC contractors; other persons consented by applicants.
    • (3) This Center will also disclose the related personal information by law at the request for retrieval by law by government agencies at all levels, law-enforcement units at all levels, courts of law at all levels, and institutions (agencies) entitled to retrieve Personal Data.
  7. Method of Use of Personal Data
    Within the necessary scope of collection in accordance with the regulations stipulated by law or the terms and conditions set forth in the contract, this Center will use Personal Data by non-automated/automated means or other means appropriate to the contemporary technology.
  8. Owner’s rights over Personal Data and Methods of Exercise
    • (1) In accordance with Article 3 of the Personal Data Protection Act, you enjoy the following rights over Personal Data: To inquire, review, request for a copy of, supplement or correct, demand the cessation of the collection, processing or use, and erase Personal Data.
    • (2) Owners may exercise the above rights through the online customer service of this Center (requests for exercising such rights shall be subject to the return confirmation of TWNIC) or by post (mailing address: 3F, No. 123, Section, Bade Road, Songshan District, Taipei City). This Center will process all such requests as quickly as possible upon receipt.
    • (3) When applying for domain name registration to registrars or an IP/ASN address to Local Internet Registries (LIRs), please exercise related rights (including WHOIS database updates) according to the methods prescribed by the respective registrars or Local Internet Registries (LIRs). You may unsubscribe the e-newsletters or other TWNIC event information issued by this Center at any time according to the methods indicated in the e-newsletters or event information.
  9. Effects on Rights and Interests for Refusal of Provision of Personal Data It is your free will to provide Personal Data. When you refuse to provide Personal Data required by this Center to provide the related services, this Center will be unable to review and/or process your application and provide the requested services. Hence, this Center will reject your application for the relevant services.
